Yes. Glass windows are generally good insulators. Insulation is provided by double glazing, which helps to reduce the passage of hot or cold air between the inside and outside of the house.

For example, if you have a solid acrylic rod that is 1 millimeter in diameter, it would still be translucent if it was 5mm long. However, a material like glass or plastic becomes transparent at that point.
