How Do Energy Tax Credits Work?

Energy tax credits are incentives offered by the government to encourage citizens to invest in energy-efficient products and services.

Credits are typically applied to a taxpayer’s income tax liability and thereby can offset the cost of energy-saving improvements such as insulation, windows and doors, solar panel systems, or other qualifying renewable energy sources.

Are Energy Tax Credits Refundable?

Energy tax credits aren’t refundable tax credits. This means that you can reduce your total tax to zero if you have a large enough credit. But, you can’t get any excess credit amount as a payment to you on your tax return if you have more energy credit than your total tax.

Any unused energy tax credit claimed on your tax return can roll forward to future years and offset tax liability in those years.

Eligible consumers receive a dollar-for-dollar reduction in the income taxes they would otherwise pay the federal government. So if a person owes the federal government $1,000 in income taxes, and they have earned $200 in tax credits, their tax obligation would be reduced to $800.

What Is The Federal Tax Credit For Energy Efficiency?

The federal tax credit for energy efficiency is a part of the stimulus bill signed by President Obama on February 17th, 2009.

This bill provided tax credits for individuals who purchase products that increase energy efficiency in their existing homes.

The tax credit is equal to 10% of the purchase price, with a maximum credit amount of $1500. This tax credit applies to various energy-saving upgrades, such as windows and doors, insulation, heating and cooling systems, water heaters, roofs, and biomass stoves.

The purpose of this tax credit was to encourage homeowners with disposable income to make energy-efficient purchases, even though such products tend to be more expensive than their non-efficient counterparts.

The primary motivation behind this tax credit is not necessarily to promote environmental sustainability, but rather to stimulate spending.

It is important to understand this context, as it highlights the government’s intention to incentivize spending on energy-efficient products like window blinds. However, to prevent abuse of the tax credit, certain regulations have been put in place.

About Energy Efficient Home Improvement Credit (2022)

The Energy Efficient Home Improvement Credit provides tax credits for the purchase of qualifying equipment, home improvements, and energy audits to reduce your taxes.

Note: The Residential Clean Energy Credit provides tax credits for the purchase of qualifying equipment including solar, wind, geothermal and fuel-cell technology.

The Energy Efficient Home Improvement Credit and its Changes Previously known as the Nonbusiness Energy Property Credit, the energy efficient home improvement credit was limited to a lifetime maximum of $500 until December 31, 2022.

However, with the passage of the Inflation Reduction Act, the credit has been expanded and renamed to the Energy Efficient Home Improvement Credit. It now offers a yearly credit of up to $1,200 for eligible properties placed in service between January 1, 2023 and January 1, 2033.

As per the IRA amendment, the credit will increase in the years following 2022 with a yearly credit of up to $1,200.

Starting January 1st, 2023, the credit amount will be equal to 30% of the total expenses incurred by the taxpayer for specific eligible expenditures, which include:

  • Energy efficiency upgrades installed during the year,
  • Residential energy property expenditures, and
  • Home energy assessments.

There are restrictions on the allowable annual credit and on the credit amount for specific qualified expenditures (refer to Energy Efficient Home Improvement Credit: Qualifying Expenditures and Credit).

The credit is only valid for qualifying property put into service on or after January 1st, 2023 and before January 1st, 2033.

Spreading out your qualifying home improvements over the 10-year duration of the credit can result in a total tax credit of up to $12,000, which is significantly more than the previous lifetime limit of $500.

Additionally, you may be eligible for an extra $2,000 credit per year for investments in energy-efficient heat pumps, biomass stoves, and boilers.

Which Home Improvements Qualify For The Energy Efficient Home Improvement Energy Tax Credit?

The following energy efficient home improvements are eligible for the Energy Efficient Home Improvement Credit:

  • Building envelope components satisfying the energy efficiency requirements in Q1 under the Energy Efficiency Requirements section:
    • Exterior doors (30% of costs up to $250 per door, up to a total of $500 per year);
    • Exterior windows and skylights (30% of costs up to $600); and
    • Insulation materials or systems and air sealing materials or systems (30% of costs).
  • Home energy audits (30% of costs up to $150, see Q5 under the General Questions section.
  • Residential energy property (30% of costs, including labor, up to $600 for each item) satisfying the energy efficiency requirements in Q1 under the Energy Efficiency Requirements section:
    • Central air conditioners;
    • Natural gas, propane, or oil water heaters;
    • Natural gas, propane, or oil furnaces and hot water boilers; and
    • Improvements to or replacements of panelboards, sub-panelboards, branch circuits, or feeders that are installed along with building envelope components or other energy property listed in these FAQs and enable its installation and use.
  • Heat pumps and biomass stoves and biomass boilers (30% of costs, including labor) satisfying the energy efficiency requirements in Q1 under the Energy Efficiency Requirements section:
  • Electric or natural gas heat pump water heaters;
  • Electric or natural gas heat pumps; and
  • Biomass stoves and biomass boilers.

 

What Energy Efficiency Requirements Must Be Met To Qualify For The Energy Efficient Home Improvement Credit?

To be eligible for the Energy Efficient Home Improvement Credit, the following energy efficiency requirements must be met:

  • Exterior doors: must meet the Energy Star standards
  • Windows and skylights: must meet the Energy Star’s most efficient certification requirements
  • Insulation materials or systems and air sealing materials or systems: must meet the criteria established by the International Energy Conservation Code (IECC) standard in effect two years prior to the year the materials or systems are placed in service. For instance, if the materials or systems are placed in service in 2025, they must meet the criteria established by the IECC standard in effect on January 1, 2023.

Electric or natural gas heat pumps, electric or natural gas heat pump water heaters, central air conditioners, natural gas or propane or oil water heaters, natural gas or propane or oil furnaces or hot water boilers: must meet or exceed the highest efficiency tier (excluding advanced tier) established by the Consortium for Energy Efficiency (CEE) that is in effect at the beginning of the year in which the property is placed in service.

Oil furnaces or hot water boilers can alternatively qualify if they:

    • Meet or exceed the 2021 Energy Star efficiency criteria and are rated by the manufacturer for use with fuel blends of at least 20% eligible fuel; or
    • If placed in service after December 31, 2026, achieve an annual fuel efficiency rate of not less than 90 and are rated by the manufacturer for use with fuel blends of at least 50% eligible fuel.

Biomass stove or biomass boilers: must have a thermal efficiency rating of at least 75% (measured by the higher heating value of the fuel).

Panelboards, sub-panelboards, branch circuits, or feeders: must be installed according to the National Electric Code and have a load capacity of 200 amps or more.

Nonbusiness Energy Property Tax Credit

The Nonbusiness Energy Property Tax Credit is available for equipment and materials that meet the technical efficiency standards established by the Department of Energy. The manufacturer of the item can inform you if it meets these standards. The IRS recognizes two types of upgrades for this credit:

The first is “qualified energy efficiency improvements,” and it includes the following:

  • Home insulation
  • Exterior doors
  • Exterior windows and skylights
  • Certain roofing materials

The second category is “residential energy property costs.” It includes:

  • Electric heat pumps
  • Electric heat pump water heaters
  • Central air conditioning systems
  • Natural gas, propane or oil water heaters
  • Stoves that use biomass fuel
  • Natural gas, propane or oil furnaces
  • Natural gas, propane or oil hot water boilers
  • Advanced circulating fans for natural gas, propane or oil furnaces

Details of nonbusiness tax credit

You can claim a tax credit for 10% of the cost of qualified energy efficiency improvements and 100% of residential energy property costs. However, significant limits apply:

  • This credit is worth a maximum of $500 for all years combined, from 2006 to the present.
  • Of that combined $500 limit, a maximum of $200 can be for windows.
  • The maximum tax credit for a furnace circulating fan is $50.
  • The maximum credit for a furnace or boiler is $150.
  • The maximum credit for any other single residential energy property cost is $300.

Will My Blinds Purchase Qualify For A Tax Credit?

No, currently include tax credits for blinds or other window treatments.

There are several federal tax credits for energy-efficient home improvements, including the Residential Energy Efficiency Property Credit. This credit provides a tax credit of up to 30% of the cost of certain energy-efficient home improvements, such as insulation, roofing, and windows.

However, it does not currently include tax credits for blinds or other window treatments.

Are There ENERGY STAR Certified Window Treatments (ex: shutters, blinds, awnings, drapes)?

ENERGY STAR does not currently have a certification program for window treatments such as shutters, blinds, awnings, or drapes. However, these products can still contribute to a more energy-efficient home.

For example, choosing window treatments with a tighter weave and darker color can help reduce heat transfer through the windows, while using reflective or insulated treatments can help keep a room cooler in the summer and warmer in the winter.

Additionally, using awnings or overhangs can help block direct sunlight and reduce cooling loads on hot days.

In general, it’s important to consider the overall energy efficiency of your home when selecting and using window treatments, as well as their appearance, durability, and ease of use.

What Makes It ENERGY STAR?

For windows, doors, and skylights to be considered ENERGY STAR certified, they must:

  • Be produced by a manufacturer that is an ENERGY STAR partner,
  • Undergo testing and verification by the National Fenestration Rating Council (NFRC),
  • Meet the energy efficiency standards set by the US Environmental Protection Agency (EPA) through NFRC ratings.

Although ENERGY STAR does not specify any particular technology, certain features are often found in certified products.
